It says, "Whom is sexual harassment scared of?"  That's the extent of the English in the brochure.

And, FYI, apparently sexual harassment is a weasel who's scared of a Western judge in a pink robe.

A lot of signs and stuff add just a dash of English for flavoring.  It's not really meant to be comprehensible or useful to English-speakers, but just to show that this is an upscale company.
